Rubber wheel

Rubber could polish and clean the surface a bit and maybe even a bit of burnishing.  It can bend flimsy burrs and assist in removing them.  But, unless the wheel is abrasive impregnated or coated with special sauce it’s not going to sharpen, remove scratches or the tough base of a burr.  For that, something like this would work:
