Is it OK with you to just attach an image to a post so it shows up as a thumbnail in the post?  If that is OK, reasd the following.  It will work, but your image must be 250KB or less:

A very quick way to scale an image to a smaller size is to:

1.  Display the image in any image viewer.
2.  While the image is displayed, make the window of the image viewer smaller.
3.  Use a screen capture tool to capture the image in the viewer window.
4.  Save as JPG to your desktop or wherever.

Once you have done that a couple of times, it only takes 30 seconds or less to do.

There are other simple/quick ways too.  Let me know if that does not work for you or if you have further questions about ways to quickly scale an image or anything else about getting images uploaded.

I use W7 so I didn't know that Paint that comes with W10 has a resize option built in. Give that a try.

Another option:

"You can resize the photo to the desired size through Photo Gallery app. Follow the below steps to resize the photos.

1.Open the Start menu, type Photo gallery in the search box and click on Photo Gallery (Desktop app).
2.Accept the agreement to install Window essentials 2012 if prompted (Enter the admin credentials if needed).
3.Now you may open the photo location from the left navigation pane on the photo Gallery app.
4.Select the photo and right click and select Resize."

Another option is the free image editing program paint.net:

Open the image in paint.net.
Select Image>Resize, and resize the image.
Select File>Save As, and save the resized image to wherever you wish.
